The most useful thing a plumber can say is often that you do not need what you thought you needed. A water heater that rumbles usually needs flushing, not replacing. A drain that clogs once is a clog; a drain that clogs every spring is a line with a belly or a root intrusion, and clearing it again without saying so just guarantees another call. We would rather lose the bigger sale and keep the customer.
The reverse is true too. If a repair genuinely will not hold and you are better off replacing something, we say that even though the repair would be the easier and faster job.
