Backflow Testing for East Texas Commercial Properties

Most commercial property owners in Kilgore and Longview find out they have a backflow assembly the same way: a letter shows up from the water department saying the annual test is due, and there is a deadline on it. Nobody remembers installing the thing. Nobody knows where it is. And now there is a date attached to it.

That letter is not a sales pitch from a plumbing company. It comes from the utility that sells you water, and it exists because the assembly on your service line is the only thing keeping whatever is inside your building from ending up in the public main. Here is what that device does, why your property probably has one, and what actually happens when somebody comes out to test it.

What backflow really means

Water in a city main is supposed to travel one direction: from the utility, into your building, out through your fixtures. Backflow is when it reverses and travels back up the service line into the main. Whatever was sitting in your pipes goes with it.

The place it happens is called a cross-connection. That is any point where drinkable water touches something that is not drinkable. A hose bib with a hose lying in a mop bucket is a cross-connection. So is a boiler with treatment chemicals in it, a soda machine with a carbonator, a commercial dishwasher, a fire sprinkler system full of water that has been sitting in black steel pipe since the building went up, and an irrigation system with heads buried in dirt and fertilizer.

There are two ways the reversal happens, and the difference matters because it changes what kind of device you need.

Backsiphonage is a pressure drop on the utility side. A main breaks two streets over, or the fire department opens a hydrant hard during a structure fire, and the pressure in the main falls below the pressure in your building. Water follows the drop. Picture an irrigation zone running on a Tuesday morning while a crew is repairing a main up the road. The heads are sitting in a wet flowerbed. Pressure in the main drops, the water column in your irrigation line reverses, and the line pulls from the bed instead of pushing to it. Whatever is in that soil goes into the pipe, and if there is nothing at the meter to stop it, it keeps going into the main.

Backpressure is the opposite problem. The pressure inside your building rises above the pressure in the main and pushes water out. Boilers do this. Pressure washers and pump systems do it. Anything on your property that can build head pressure can shove water backward through an open connection.

A backflow prevention assembly sits at the point of connection and stops both. Depending on the hazard, it is a double check assembly or a reduced pressure zone assembly, usually shortened to RP or RPZ. The RP is the one with the relief port underneath that dumps water on the ground when it is doing its job.

Which East Texas properties carry a testable assembly

Not every commercial building has one, and the ones that do usually got it because of a specific hazard the water department flagged. The properties we see most often around Kilgore, Longview, Tyler, Marshall, and Henderson break down like this.

  • Restaurants and commercial kitchens, where dish machines, carbonated beverage lines, and grease equipment all create connections that the health of the main depends on keeping separate.
  • Irrigation systems, which are the single most common testable assembly on a commercial lot and the one most likely to get forgotten because it lives in a box in the grass.
  • Fire sprinkler lines, which hold stagnant water for years and often carry antifreeze or corrosion inhibitor in dry systems.
  • Medical, dental, and veterinary offices, where suction equipment, sterilizers, and processing lines all create hazards the code treats seriously.
  • Car washes and detail shops, with soap injectors and reclaim systems tied into the supply.
  • Apartment complexes and hotels, where a booster pump alone is enough to create a backpressure condition.
  • Manufacturing and industrial sites, which around here can mean anything from a cooling tower to a chemical mixing station.

If you own a building in one of those categories and you have never seen a test report, that does not mean you are exempt. It usually means the assembly is there and nobody has been testing it. That is a problem that gets solved on the utility’s schedule, not yours.

The annual notice and what the test involves

Water purveyors in Texas require these assemblies to be tested at least once a year by a licensed tester, and the results get filed with the utility. The notice you receive tells you the deadline and usually the assembly location on record. Miss the deadline long enough and the water department has the authority to shut the service off. We have watched restaurants scramble over this, and it is a bad week to have.

The test itself is short. A tester hooks a calibrated differential pressure gauge to the test cocks on the assembly, closes the downstream shutoff, and reads how the internal components respond as the pressure across them changes. On a double check, the first and second check valves get tested separately for tightness. On an RP, the two checks get tested plus the relief valve, which has to open at a specific pressure differential above the downstream side.

The whole thing takes twenty to thirty minutes on a healthy assembly. Water is off to whatever the assembly feeds while it runs, which is why we schedule restaurant tests before the lunch rush and irrigation tests any time at all. The report goes to the utility and you get a copy for your file. That copy matters. When a property changes hands or an insurance carrier asks questions, the test history is the paperwork that answers them.

Where these assemblies fail

Backflow devices are mechanical, they sit outdoors, and they handle municipal water with sediment and mineral in it. They fail in predictable places.

Check valves are the most common. Each check has a rubber seat and a spring holding a disc closed against reverse flow. Grit gets between the disc and the seat and the check will not close tight. Sediment from a main break or a line repair upstream is a frequent culprit, and after any water department work in the area we see a run of fouled checks. The rubber itself also hardens with age, and once it does it will not seal no matter how clean it is.

The relief valve on an RP is the second one. That valve is designed to dump water when the pressure differential between the checks falls out of range. A relief valve that will not open is a failed test. A relief valve that will not stop dumping is more obvious, because there is now water running out of the device onto the ground continuously, and the owner usually calls about the puddle before they think about the assembly.

Freezing is the third, and East Texas gets just enough hard cold to make it real. An unprotected assembly above grade can split its body or crack a bonnet during a hard freeze. We saw plenty of that in the freeze years, and a cracked brass body is not a repair.

Repair, or replace

A failed test does not automatically mean a new assembly. Most manufacturers sell rebuild kits with new rubber, springs, and seats for the specific model, and on an assembly that is otherwise in decent shape a rebuild brings it back and it passes. That is usually the honest answer and it is the one we give first.

Replacement makes sense when the body is cracked or corroded through, when the model is old enough that parts are no longer made for it, or when the assembly on the line is the wrong type for the hazard. That last one comes up more than you would expect. A double check on a property that has since added a hazard requiring an RP has to be changed regardless of whether it passes, because it is protecting against the wrong thing.

The other one to watch for is location. Assemblies installed in a pit or below grade fail the test for reasons that have nothing to do with the valve, because a relief port has to discharge to air. If yours is sitting in a hole, it needs to come up. Why the tester’s certification is the whole thing

Anybody can hook a gauge to a test cock. Reading it correctly, knowing what the numbers mean on a specific make and model, and knowing when a passing number is masking a real problem takes training that the state requires for a reason.

That second part matters. Plenty of commercial properties have hazards nobody ever surveyed, added during a remodel or an equipment swap years after the original plumbing was inspected. Finding one before the water department does is a much cheaper day.

What else usually turns up with it

A backflow visit is often the first time anybody has looked hard at a commercial water system in years, and things surface. A double check that keeps fouling on grit points at debris in the supply, which sometimes traces back to deteriorating galvanized line inside the building. That is a repiping conversation, not a backflow one, but it is worth knowing.

Pressure readings that come back odd during a test can point to a supply-side leak. If the numbers do not add up we will say so and can put leak detection on it rather than guessing. And on properties where the irrigation assembly failed because the system has been running with a stuck valve, the water bill has usually been telling that story for months.

Questions we get about commercial backflow testing

Q. How often does my backflow assembly have to be tested? At least once a year in Texas, and your water purveyor sets the specific deadline and notifies you. Some utilities test on a calendar year, some go from the date of your last passing report. Any assembly that gets repaired, rebuilt, or relocated has to be retested right after the work, regardless of where you are in the annual cycle.

Q. What happens if I miss the deadline? Your water department has the authority to discontinue service to the property until a passing report is on file. Most utilities send more than one notice before it gets there, but that is the end of the road, and for a restaurant or a medical office it means closing. If your deadline has already passed, call and get on the schedule rather than waiting for the next letter.

Q. My assembly failed the test. Do I need a whole new one? Usually not. Most failures are worn rubber or grit in a check valve, and a rebuild kit for that make and model brings the assembly back and it retests fine. Replacement is the answer when the body is cracked or corroded, when parts are no longer available for the model, or when the device on the line is the wrong type for the hazard on your property.

Q. Why is water running out of the bottom of my backflow device? That is the relief valve on a reduced pressure assembly, and continuous discharge means it is either doing its job because a check valve is fouled, or the relief valve itself is stuck open. Either way the assembly needs attention soon. It is also a good sign the device is protecting you rather than sitting there dead.

Q. Do I need a certified tester, or can any plumber do it? The test has to be performed by a tester licensed for backflow prevention assembly testing, and the report filed with the utility carries that license number. Beyond the license, a tester with cross-connection training can survey your property for hazards the original inspection never caught, which is where most surprises live.
